SINGAPORE--(BUSINESS WIRE)--TUV Rheinland Singapore Pte. Ltd. has been appointed by the Singapore Building and Construction Authority (BCA) to perform the FPC certification, based on audits performed by our worldwide network of steel experts/inspectors/auditors. TUV Rheinland Singapore Pte. Ltd. has officially been listed as a Third Party Certification Agency.

The Singapore Building and Construction Authority (BCA) has implemented an FPC (Factory Production Control) requirement according to their newly established regulation, BC 1:2008. The FPC in accordance with the BC 1:2008 regulation is very similar to the FPC that complies with the Construction Products Directive 89/106/EEC.

The objective of this regulation is to ensure that only adequate (in terms of material performance) and only reliable (in terms of quality assurance) steel materials are used in the design of structural steel works to ensure public safety. After an approval through a BCA approved inspection authority like TUV Rheinland Singapore Pte. Ltd., the certified steel manufacturer can export steel according to the international codes/standards (listed below) to Singapore:

ASTM, API, AWS (USA)

EN (Europe)

JIS (Japan)

AS/NZS (Australia/ NZ)

GB (China)

As a basic requirement, materials listed in the BC 1:2008 that are imported into Singapore from January 1, 2009, must be accompanied by an FPC certificate according to the BC 1:2008.

The following products fall under the BC1:2008 regulation:

Steel plates

Hot rolled sections

Hollow sections

Steel for cold forming

Bolts, Nuts, Washers

Profiled steel sheets

Stud shear connectors

Welding consumables

TUV Rheinland Singapore Pte. Ltd. can independently perform the initial FPC verification according to the BCA or in combination with PED 97/23EC (Pressure Equipment Directive) and/or CPD (Constructional Products Directive) 89/106/EEC re-audits, or in combination with the annual ISO 9000 follow up.
